Chicken pecks feathers from other chicken

I have 3 Chickens, they are older and lay frequently. the chickens have been together for a good couple of years. One of the chickens regularly gets it's tail and bottom feathers pecked out by one or both of the others to the point that there are sizeable patches of skin visible underneath. I also believe that the chicken doing the pecking eats the feathers as there are never any lying around. It would also seem that the chicken being pecked "allows" this to happen as she crouches down and "submits" to it. There is no indication of any other violence between the chickens. Do you have any idea as to why this may be happening and what can be done to prevent it.

Boredom is one reason for feather pecking especially if confined and not getting to freerange.
Try putting some distractions in the run,hang a couple of heads of cabbage,throw down some straw and scatter some mixed grain am and pm,put in a sandbox for dustbating,branche for climbing on etc.
Use some blue spray from a horse supplier on the bare patches or get some anti peck spray from a poultry supply shop. Watch out for any blood being drawn as things can turn nasty very quickly if that happens.
